You omit a few things.

First, applications are scanned by an AI recruitment system to determine matchability with the job description. The recruiter looks at what the computer has filtered out unless a family, friend, or political connection pinpoints a specific resume to look at. I have done this myself in my hiring of new staff.

The next thing is race and gender hiring. Pictures, names, schools, or addresses may indicate race. This happens if the recruiter has been instructed to avoid a particular race, regardless of laws prohibiting this behavior. I have been denied jobs for which I have been suitably overqualified because the recruiter was asked not to recommend a non-white or female person. I learned this later after probing the recruiter when I did not get several jobs that I was clearly suited for. Since their existence depends on how they satisfy their clients, they must be racist in their hiring practices, even if it is illegal. They know they can get away with it.
